臺中港離岸風電碼頭可行性研究

Offshore Wind Port Feasibility Study of Taichung Harbor

  本研究目的是轉移丹麥25年的離岸風電經驗,結合丹麥離岸風電專用港營運經驗,轉化成知識提供給臺灣離岸風電建置之參考。丹麥離岸風電碼頭研究團隊受託執行,該團隊係由以下專業單位組成:離岸能源研究(Offshoreenergy.dk)、離岸風場工程規劃(NIRAS)、工業設計/製程(D-I-S)、水工結構設計(DHI)、碼頭營運(Port of Grenaa、NSG)等。

  本研究將提供臺灣自有離岸風電專用港工程設計及建置之建議。根據台中港分階段可提供之碼頭空間,建議台中港分兩階段利用台中港4C、5B、5A、5、6、7、8碼頭,並依循最終的配置概念,盡可能達到最小花費。為達到2020年以前60架/年及2025年以前100架/年的作業能量,在報告中分別呈現2018及2020時的碼頭預組裝概念配置及專案情境。

      The aim of this feasibility study is to transfer Denmark’s 25 years of lessons-learnt on offshore wind, combined with Denmark’s purpose-built offshore port management experience, and translate the knowledge into Taiwan’s offshore wind development strategies. A Port Consortium was formed for this assignment, consisting of Denmark’s offshore harbor management and top-ranking Danish consultancies Offshoreenergy.dk, NIRAS, D-I-S, DHI, Port of Grenaa and NSG.
      The feasibility study will serve as recommendations to engineering design and build of Taiwan’s own purpose-built offshore wind port. According to those different stages of available quay space in Taichung Harbor, we recommend the management of Taichung Harbor to utilize quays 4C, 5B, 5A, 5, 6, 7 and 8 in two stages and follow the FINAL design layout concept to minimize cost as much as possibleTo meet the required capacity from 60 u/a by2020 u/a to 100 by 2025, the conceptual pre-assembly layout and the project scenarios for 2018 and 2020 are presented relatively in this report.
